can't believe no one replied to this:
I was just in Austria skiing and I was on the chairlift I was thinking about snow texturing too (sad I know but shows how much of a cg nerd I am! ) anyhoo the best thing will be to model the depth of the snow that you want and then yes use a high frequency bump map and same for the spec map(procedural ones will be fine) and depending on your sunlight options you'll need to add in some sharp shadows etc
