Different surface looks on one object?

Hi,

if I am making a character, with just skin showing on his upper body, and say shiny trousers on his legs, how would I control the difference of the appearance, given that as one object he would be covered by the same material? Or say I was making a piece of armour, that had cloth sections and metal sections. Is it some kind of layered texture, or something else?
