Can't shift camera view...help please

The shift function for the camera does not work with my mouse (sorry I know I'm not using the term maya uses but its the alt + middle mouse button one). I have a mousewheel...maya zooms in and out when I scroll it but when I press it nothing happens. So I have zoom with alt + right mouse and with my mouse wheel and I can't shift at all. Is there any way I can change alt + right mouse to shift instead of zoom.

I've looked everywhere I could think of and can't find any way to change it...it's not under the hot key settings.

by shift, do you mean pan?

by default, the controls are alt+LMB to rotate, alt+MMB pan, alt+RMB to zoom (at least I think so... I never think about it when I actually do it so I'm suddenly having doubts... lol)
